Dholera Special Investment Region (SIR) is a greenfield industrial smart city located near Dholera in Gujarat’s Ahmedabad district, about 100 kilometers southwest of the city. Covering more than 920 square kilometers, it is being developed as a world-class industrial hub through a joint initiative of the Government of India and the Government of Gujarat.
Dholera enjoys a strategic location with excellent connectivity to key trade gateways and logistics networks. It falls within the influence zone of the proposed Delhi–Mumbai Industrial Corridor (DMIC), a mega infrastructure project jointly undertaken by the Government of India and the Government of Japan. Overview
Dholera Special Investment Region (SIR)
Dholera SIR is India’s first greenfield industrial smart city being developed as part of the Delhi-Mumbai Industrial Corridor (DMIC). Located in the Gulf of Khambhat in Gujarat, it spans approximately 920 sq km and is positioned as a global manufacturing and trading hub.

Development Plan
The development is planned in phases, with Phase 1 covering 22.5 sq km. The city is designed to accommodate a population of 2 million people by 2040 with a focus on sustainable urban planning.

Semiconductor Fabrication Plant

1.Tata Electronics / Tata Group
Tata is establishing a ₹91,000 crore semiconductor fabrication facility in Dholera. This is a major investment aimed at boosting India’s chip manufacturing capabilities.
To support this project, the Gujarat government is also developing ~1,500 residential units to install staff, suppliers, and expat employees.
2. Nextgen Semiconductors
- This company is planning to invest approximately ₹8,800 crore in Dholera for a facility producing both silicon and silicon carbide based power semiconductors.
They have also signed an MoU with Gujarat government to set up a compound semiconductor fab and optoelectronics facility.
3. linde
In advanced talks: Linde is reported to be finalizing plans to set up a new gas production plant in Dholera SIR. This plant is to support the emerging semiconductor and electronics industries in that region. The Economic Times+2Gasworld+2
What will it produce: The plant is expected to produce gases such as oxygen, nitrogen, argon — which are critical in semiconductor fabs and other electronics-related manufacturing. Gasworld+1

1. ALFA City by Buddy Realty & Dolphin Infra
A smart township of about 150 bighas (~250,000 sq yards) is coming up along the Dholera-Bhavnagar Highway.
This will be one of the first projects in Dholera which is directly on a National Highway. It will have both residential and commercial components.
2. Joint Ventures & MoUs for New Semiconductor / Opto-electronics Facilities
Nextgen’s MoU for the compound semiconductor fab and opto electronics facility in Dholera is one such upcoming initiative.
Companies like PSMC and Himax are involved through partnership/agreements with Tata for chip manufacturing.
3. “India–Japan Semiconductor Partnership: Powering the Future of Chip Innovation”
During his August 2025 visit to Japan, PM Narendra Modi, along with Japanese PM Shigeru Ishiba, visited the Tokyo Electron Miyagi semiconductor facility in Sendai, where he highlighted semiconductors as a key pillar of India-Japan cooperation. He toured the training and innovation labs, interacted with officials, and stressed India’s rapid progress in chip manufacturing and youth participation in the sector. The visit reinforced the India-Japan Semiconductor Supply Chain Partnership, aimed at strengthening technology collaboration, supply chain resilience, and supporting India’s semiconductor fabs like those coming up in Dholera under the “Make in India” vision.
